Legionella & Water Management Plans
Ensuring Safe and Healthy Water Systems
Legionella bacteria pose a significant threat to safe drinking water systems, particularly for at-risk individuals. These bacteria multiply within single-cell organisms in water, and when aerosolized and inhaled, they can lead to serious infections such as Pontiac Fever and the potentially fatal Legionnaires’ disease. Individuals with compromised immune systems are especially susceptible. For more information on Legionella, Legionnaires’ disease, and legionellosis, you can refer to the World Health Organization (WHO) Fact Sheet.

Water Management Plan Development
Criterion Labs develops Water Management Plans (WMPs) to help prevent and protect against Legionella bacteria and other waterborne pathogen growth in covered building types under New Jersey’s Law 2188. These WMPs are based on ASHRAE Standard 188-2018 (or comparable standards) and include the site risk assessment and planning elements needed to manage ongoing water system risk, such as identification of potential trouble locations, preventative maintenance plans, and periodic water sampling and testing.
Why Use Criterion?
Criterion Laboratories has been in business for 40 years and is a fully accredited laboratory by NVLAP, AHIA, and CDC-Elite for Industrial Hygiene analyses, and by EPA and PaDEP as a certified drinking water laboratory. With over 35 Industrial Hygienists, Project Managers, Environmental Staff Members, Computer Assisted Design (CAD) Specialists, and Industrial Hygiene Field Technicians, we carry out every aspect of the Water Management Plan.
What’s Included?
- Initial site risk assessment and building survey to identify potential problem areas
- Step-by-step process flow diagram to identify where hazardous conditions have the potential to occur and what control measures should be implemented to reduce risks
- Customized control measures, including treatment methods and technical and physical processes to monitor and maintain the physical and chemical conditions of the water within established control limits
- Action Program (initial and ongoing) for monitoring documented areas of concern and abating any parameters that fall out of desired water quality ranges
- Recurring sampling and analysis as stated in your customized WMP, including Legionella, Heterotrophic Bacteria (HPC), and any other water quality parameter
- Documentation of actions, findings, and communications with the client in compliance with Law 2188
